Like GOP senators and delegates, Mr. Mitchell does not propose reasonable solutions. A third-grade civics class could have predicted how the General Assembly would deal with the Hogan-based deficit this year — cuts in spending and increases in taxes and fees.

All courtesy of the state legislature pushing its costs down onto other entities.

Governor Moore will pay the price for this if he decides to be a candidate for re-election after his current term expires.
